Ukrainian municipalities in the districts of Odessa and Mykolaiv will carry out pilot projects which involve examining municipal services within selected areas of service delivery, comparing efficiency and quality, exchanging experiences to identify best practices, and establishing targets for improvements. Young Ukrainian researchers and students will contribute in the process of examining local services under supervision of NIBR and the International Centre for Policy Studies (ICPS) in Kyiv. A researcher seminar will be organized in Odessa 10 - 14 June 2009. Simultaneously NIBR og ICPS publish a joint report about local government reform in Ukraine. This report will form a basis for the further development and implementation of the project. The report gives clear evidence of the need for reform within local service delivery.
