Nergaard started at NIBR in autumn 2006 as a research fellow. He is attached to the strategic institute programme Foresight for Regional Planning and Sustainable Development. His PhD project will examine a number of Norwegian foresight processes, focusing on network building, management of stakeholder relations and foresight as a governance-type instrument in regional development. For his Master’s thesis he explored the processes surrounding the establishment and enactment of “cultural enhancement in Bjørvika” – an additional submission to the zoning plan aimed at ensuring a well-founded artistic and cultural dimension in the renewal of the area – this too from a governance perspective.
