Terje Kleven qualified as an engineer at the Norwegian Institute of Technology in 1964, and was awarded a PhD in engineering by the same institute in 1990. He has led research teams in the fields of national and international government studies and planning and environmental studies. His wealth of experience from several positions and research commissions has resulted in wide-ranging practical and theoretical insights into planning, organisation and leadership in the public sector, particularly municipal planning and government. Kleven is Researcher I with professor competence from 1994 in public (physical) planning. He has headed a number of research, development and evaluation commissions relating to political management, planning and local government in Norway and several countries with which Norway has a development cooperation agreement, concentrating in particular on evaluations of government pilot schemes and reforms, design of environmental strategies, instruments/incentives and action plans. He has also worked on socio-economic and institutional effects of climate change. He is attached to the Department of Housing and Environmental Planning Research, where his special interest lies in the post-1965 history of the Norwegian planning system.
